It is given that plate is large and uniformly charged as a result the electric field by the plate does not depends on the distance from the plate. Therefore the force experienced by positive and negative charge of the dipole is equal and opposite and hence the dipole experiences zero net force. The field by charge +Q varies with the distance as a result dipole experience net force in +Y direction.
