A charge of -1C is placed at pt. P having co-ordinates(2,4).direction of Electric field at pt. O is at an angle of tan^-1(2) with positive X axis . why we cant measure the angle with Y axis ?

We can also measure the direction of electric field with Y-axis. But in this case the angle made by the electric field with Y-axis will be tan-1(x/y) .
