Why is b option not correct since there's difference of 2 in pot and kinetic energy

Yes . Option (b) is correct
 
when the particle has minimum kinetic energy 2 J , it has maximum kinetic energy 8 J. Hence total energy 10 J
 
when the particle has maximum potenetial energy 10 J,  its kinetic energy will be zero. 
 
Hence energy is conserved. There is no violation of conservation of energy
