To understand relative refractive index , we should know about absolute refractive index

When light ray travelling in air or vacuum ,  incident on interface of air-refracting medium and then getting refracted in refracting medium ,

then the refractive index of medium is considered as absolute refractive index.

For example,  let light ray is travelling in air , incident on glass surface and then refracted into glass.

In this example , to get the angle of refraction from known angle of incidence, we use the absolute refractive index of glass that is 1.52 .

Similarly , let light ray is travelling in air , incident on water surface and then refracted into water.

In this example , to get the angle of refraction from known angle of incidence, we use the absolute refractive index of water that is 1.333 .

Relative refractive index is used when the light is initially travelling in a medium-1 other than air and getting refracted into
another medium-2 , then relative refractive index of medium-2 is the ratio of absolute refractive index of medium-2 to
the absolute refractive index of medium-1.

For example, if light is travelling initially in water and then refracted into glass ,

then relative refractive index of galss with respect to water = 1.52/1.333 = 1.143
