let the distance between the two places is  a km

then time taken by the bus to cover 60% distance is .6a/40

time taken  by the bus to cover next 40% is .4a/30

time taken by the body to cover back the whole distance is a/45

add all the time in terms of a then use the fornmula

average speed = total distance which is 2a / by total time (which is  calculated above)
