Both assertion and reason are false.
 
Explanation for falseness of Assertion:-
 
Law of radiaoactive decay is based on probability concept.
Any law related to some events  which is based based on probability is valid only if number of events are very large.
 
If we have 1000 number of undecayed radioactive nuclides, then we expect 490 to 510 nuclides will decay in one half life period.
So we consider around 500 nuclides will undergo radioactive decay in one half life period as per law of radioactive decay.

If we have 10000 number of undecayed radioactive nuclides, then we expect around 4900 to 5100 nuclides
will decay in one half life period. So we consider around 5000 nuclides will undergo radioactive decay in one half life period
as per law of radioactive decay.
 
Half life of radioactive decay are experimentally measured values using large number of nuclides and
half-life and decay constants are assigned to each radioactive element by experiment.
 
if numbers are less, then events of radioactive decay will not obey exactly to the law of radioactive decay.
If we have two nuclides that has assigned  half life of 1 hour, after one hour either both have decayed or
only one is decayed or both of them not decayed. Any event is possible with small numbers like 2.
 
Explanation for Falsness of Reason :-
 
When a radioactive nuclide undergoes decay, either it cam emit α or β particle.
Type of particle emission does not affect life time of undecayed nuclide.
