Dear Student,

Number of eloectrons revolve depends on number of shell. Maximum electrons in 1st shell, 2nd shell, 3rd shell, 4th shell ........will be 2, 8, 18, 32....

Each atom wants to have 8 electrons in its outemost shell be4cause having 8 electrons completes the octect. Which provides stability to atom. To attain then stable state atom gains or looses electron.
