Why does a box on a rough, steep slope remain stationary?

Friction depends on smoothness of the surface. 
As the steep slope is rough, the force required to keep the box in motion is less than the frictional force applied by the slope (or surface) on the box.
Friction increases with roughness of a surface. 
Also, the sliding object faces more obstruction than the rolling object. (This means sliding friction is moe than rolling friction. Thus, object can be moved easily when wheels or ball bearings are used in machines.)
Thus, box on rough, steep, slope remains stationary.
