States by formulating social, economic and political policies can reduce poverty. They can do so by initiating several employment programmes to provide jobs for the unemployed section of the society.

States like Punjab and Haryana have traditionally succeeded in reducing poverty with the help of high agricultural growth rates. In West Bengal, the state launched several land reform measures to reduce poverty though a lot still needs to be done. In Tamil Nadu and Andhra Pradesh, public distribution of food grains has been responsible to some extent in reducing poverty.
