What is the difference between a constant and a parameter?

A constant is some thing which does not change its value while a parameter is a variable used to define the function whcih cannot be expressed implicitely or explicitely by two variables.
Just like
x =r cos t
y = r sint
Here r is constant and t is the parameter.
