Lung congestion occurs because of the distention of blood vessels in the lungs and filling of the alveoli with blood. It is mainly due to infection, high blood pressure, or cardiac insufficiencies. The two most common causes of chest congestion are particles in the air and the bacteria and viruses responsible for upper respiratory tract infections.
