The answer given is aniline. But shouldn't option (d) be the answer because of steric inhibition of resonance?

Yes, option D :2, 4, 6-trinitro-n n-dimethylaniline is the correct answer not Aniline, as the lone pair of aniline is participating in resonance hence the availability of lone pair decreases as they are delocalised.
 
 
The steric destroys the coplanarity of N with a ring C atom. It inhibits resonance of N lone pair with ring Π-electrons
It is thus free to be donated, making the compound a stronger base.
