If Power dissipation is 250 W from 50 V battery, current drawn = 250 W/50 V = 5 A
 
Effective resistance = 50 V/5 A = 10Ω
 
since R4 is 3Ω, resistors combination of R1, R2 and R3 is 7 Ω
 
i.e. (8×R3)/(8+R3) = 7Ω    or  R3 = 56Ω
