If like charges repel each other, why do electrons of the same (or different) element attract while forming a covalent bond?

While forming a covalent bond there acts three forces electron of atom-electron of another atom repulsion,electron-nucleus attraction and nucleus -nucleus repulsion,the covalent bond form when electron-nucleus attraction force dominate.
