This problem is based on parallel axis theorem related to Moment of Inertia(MI).
 
For coin 1 I1 = (mr2)/2;
 
total MI for Coins 2, 7 and 6 is I276 = 3 [ (mr2)/2 + m(4r2) ]
 
total MI for coins 3 and 5 is I35 = 2 [ (mr2)/2 + m(12r2) ]
 
MI of Coin 4 is I4  = [ (mr2)/2 + m(16r2) ]
 
totlal MI of the system is I1+ I276 + I35 + I4.
 
The student is expected to work out the algebra and choose the correct answer
