Expert Answer:

Alcohols and carboxylic acids like ethanoic acid are soluble in water because of the presence of OH functional group in them. This increases its tendency to form hydrogen bond with water. So alcohol can dissolve in water because both can form hydrogen bonds with each other. while in hydrocarbon, there is no such electronegative atom with which hydrogen bonding can occur.
