A body can have zero average velocity because av. velocity is the ratio of total displacement to total time and if displament is zero, av. velocity shall be zero.
Average speed on the other hand is the ratio of total distance to total time taken. Now, distance travelled cannot be zer, hence av. speed cannot be zero.
