Does two protons can attract each other?or does two electrons can attract each other?please explain in detail both the questions

protons having positive charge. As per the fundamental rules of electrostatics, like charges repel each other. But protons inside the nucleus also experience very short range attractive nuclear force.
Similarly electrons has negative charge. Though elerons repel each other due to their similar charges, they are moving in a stationary object where they do not loose energy as per quantum mechanics,.
free protons which are not bound to nucleus repel each other . free electrons, which are not bound to atom, repel each other.
