Yes, High courts have the power to interpret the Constitution.
High Courts have the original jurisdiction. It means that they can hear disputes in the first instance. It has original jurisdiction in matters of enforcement of fundamental rights and cases related to elections, will, marriage, divorce, company laws and contempt of court.
