As we know, an empty tumbler is not completely empty, but it is filled with air. When an empty tumbler is lowered into the water-filled beaker and tilted, the higher water pressure pushes the air inside the tumbler out, causing bubbles to form and rise to the surface.
However, when the tumbler is upright and not tilted, the air remains trapped inside, and no bubbles form because water pressure does not displace the air.
