Since water is more optically dense than air so light would bend towards the normal. Due to this different light rays meet above the actual position of the lemon. This refraction causes the bending of rays. The glass tumbler with water behave like convex lens and thus, the lemon appear to be bigger than its actual size when placed in glass tumbler filled with water.
