Expert Answer
President of India is said to be the nominal head of our political system due to the following reasons:
- The President of India exercises all its powers only under the advice of the Council of Ministers.
- If a particular advice is given by the Council of Ministers, the President can ask the Council to reconsider it. But if the same advice is given again, the President is bound to act accordingly.
- President can delay giving assent to a particular bill by sending it for reconsideration but once it is sent again by the Parliament, the President is bound to give his/her assent to the bill.
