Why is 1kg always 1000g who made this formula

1 kg = 1000 g
It means that if we add 1 gram of a particular substance for 1000 times it will form 1 kg.
Hence, 1 kg will always be equal to 1000 g.
Word gram was first introduced in year 1793 and kilogram was introduced in year 1795.
