Expert Answer
Tribal people were dependent on forests for their livelihood but under the new Forest Policy, the colonial government had put several restrictions on the people. They closed large forest area for the tribal people and forcied the local people to contribute ‘begar’. The tribals of the Gundem Hills then found their leader in Alluri Sitaram Raju who asserted that India could be liberated only by the use of force, not non-violence. Moved by his leadership, the tribals participated in the Civil Disobedience Movement.
