If given a chance, possibly below two things can be done:
1. Stop the reservation system in education. It promotes brain drain and often promotes mediocre children over brilliant children.
2. Eradicate literacy and provide employment opportunities. Education is the key to success. Hence, not only providing education but also making ample employment opportunities available should be the goal.
