The various powers of the Chief Minister are

  1. He is the real executive head of the state.
  2. He is the leader of the majority party in the State Legislative Assembly.
  3. He and his Council of Ministers carry out the state's administration.
  4. He is the head of the Council of Ministers. He is therefore also known as the ‘head of the Cabinet Arch’.
  5. The Governor on his advice appoints the rest of the ministers.
  6. He assigns various portfolios to the Cabinet ministers and other ministers and also coordinates the functioning of the various departments.
  7. He presides over the meetings of the Cabinet and the Council of Ministers and; all the decisions taken are then communicated to the Governor. Thus, he acts as a link between the Cabinet and the Governor.
  8. He is the defender of the government in the State Legislature.
  9. In case of conflict between the Chief Minister and a minister, it is the minister who has to step down.
  10. The Chief Minister’s position is of primary importance in the state's administrative system. His responsibilities are similar to those of the Prime Minister and therefore he is responsible for the success or failure of the government.
