The discretionary powers of the Governor are the powers which he exercises in his discretion without the advice of the Council of Ministers.
These powers are used by the Governor in the following situations:
- If no party gets an absolute majority in the assembly elections, the Governor uses his discretion to appoint a Chief Minister, whom he feels fit to command a majority in the House.
- If the governor feels that the administration in the State is not carried out in the constitutional manner, he can report it to the President and ask him to impose President’s rule in the State.
- He can withhold assent to certain bills and send them to the President for his approval.
