It is assumed that when dielectric material is replaced in capacitor, capcitor is isolated and capacitor is not connected to battery.
 
Hence Qo will remain constant before and after changing dielectric material in the capacitor.
 
C = [ εr εo A ] / d   ...........................  (1)
 
When dielectric constant is changed from εr = 3  to  εr = 9 , then new capacitance C' = 3 C
 
Potential difference V = Qo / C' = Qo / ( 3 C ) = (1/3) Vo
 
Electric field  E = V/d = (1/3) Eo
