Yes, a bankrupt can vote in India if he fulfills all criteria of voting (like, he should be above 18 years of age, do not have proved criminal evidences against him etc.).
A bankrupt or an insolvent is a person who is unable to pay his debts as and when they become due or whose assets are not sufficient to meet his obligations as and when they arise. An undischarged insolvent cannot contest election for the membership of either House of Parliament or Legislative Assembly or Legislative Council.
