Human rights tend to entail certain obligations. States assume obligations and duties under international law to respect, to protect and fulfill human rights. The obligation to protect compels States to protect the individual and groups of individuals against abuse of his/her/their human rights. Similarly, the obligation to fulfill human rights means that States have to undertake positive action to facilitate the enjoyment of basic human rights. At the level of the individual, these obligations mean that one should respect the human rights of others.
