how do you know if you have to apply partial fractions or integration by parts ?

The two methods, partial fractions and integration by parts are two very different method. You can get to know where to apply a particular method only by practicing more and more questions.
You will observe that the method of partial fractions is applied if we are able to factorize the denominator to linear factors or a quadratic factor which is easily integrable (by using special integrals, or some substitution etc).
And the method of integration by parts is applied when the funciton is a product of 2 functions one of which is very easily integrable.
