Electrical field at a distance r from contnuous line charge = λ/(2πr εo)  
 
where λ is charge density per unit length.
 
Flux over a surface = Normal Electric field intensity × Area
 
let us consider a circular strip of curved surface of cone as shown in figure, whose radius is r and strip width is d.
 
Electric field intensity normal to the surface area = begin mathsize 12px style E subscript perpendicular end style = E cosθ , where θ is the semi angle of cone.
Flux through the surface of circular strip = Ecosθ×(2πr dh)  = [ λ/(2πr εo) ] cosθ ×(2πr dh) = ( λ cosθ ) dh / εo
