Emf is said to be the potential difference across the terminals of a cell when no current flows through it or when it is an open circuit.
My doubt is, how can there be potential difference when no current flows??

Here we need to understand the cause of flow of current. The driving force for the flow of charges/curent is potential difference between two point. Its not because of current that we are getting potential difference but because of the potential difference, the current flows in the circuit. Therefore potential difference is the cause and current is the effect. An open circuit can be considered as an infinite resistance between two points and hence current won't be able to flow but there is still potential difference.
