- Gokhale became a member of the Imperial Legislative Council in 1902. He He made several appeals in the Council for reduction in Salt Duty and the abolition of excise duty on cotton goods.
- It was partly due to his unfailing efforts that the toll tax was reduced.
- He made efforts to introduce a bill making primary education compulsory for children. However, he was not successful in taking this cause further.
- He demanded changes in the fiscal policy and better jobs for the educated middle class of India.
- He impressed on the British government the need to reduce the land revenue.
