Assertion when a metallic square moves inside a uniform magnetic field then there is no induced emf in it. Reason, EMF is induced when there is a rate of change of magnetic flux

Assertion is wrong.
 
Metallic Square sheet can be considered as a number of metallic strips joined together as shown in figure
 
when a metallic strip of length l is moving in a magnetic field of flux density B with speed v in a direction perpendicular to magnetic field, 
EMF developed across its length is ( v × B × l )
 
Hence , square plate, that is made up of many number strips will get EMF as shown in figure.
 
Reason also wrong since there is no need to have rate of chang of magnetic field .
Given reason applies to conducting wire loop moving in magnetic field region.
