1) why does multiple internal reflection takes place in a secondary rainbow and not in primary rainbow? 2)how is  hydrogen spectrum formed even though hydrogen has only one orbital so the electrons don't have any orbital to move in the excited state?

Both the primary and secondary rainbows are phenomena that formed by the reflection and refraction of sunlight in tiny water droplets.
When a sunbeam is being refracted twice and reflected once by the droplet, a primary rainbow will form as shown in left side figure.

If the beam is being refracted twice and reflected twice, a secondary rainbow will form as shown in right side figure.
 
The occurence of primary or secondary rainbow depends on incident light ray. 
 
When the light ray incident on other side of drop-air interface after refraction and its angle of incidence exceeds 49° ,
then total internal reflection takes place. After reflection , if it incident on water-air interface with incident angle less than 49°,
then only refraction takes place and we get primary rainbow.
 
But after one reflection, if the incident angle with water-air interface ≥ 49° , then second reflection takes place
and we we get secondary rainbow
 
As the secondary rainbow is formed by one more reflection than the primary rainbow, it is much fainter and rare to see.
On the other hand, since the paths of sunbeams in a primary rainbow and a secondary rainbow are different,
the colors of the secondary rainbow are arranged in just the reverse order of the primary one (compare both figures).
