Expert Answer:
There is a distinction between brain death and circulatory death. Doctors suggest that when the heart stops functioning and cannot be revived after a certain time, the person is said to be dead. This is circulatory death. When the brain stops functioning and cannot signal the body to carry out its activities, the person is said to be brain dead. So, in both cases, the person can be declared dead.
