Valency means- Number of electrons donated, gained or shared by an atom.
Every atom attains stability when it is having 2 (duplet) or 8 electrons (Octet) in its outermost orbit. So when any atom does not have these number of electrons then it shares, donates or gains to complete its requirement for stability.
