The phrase 'going limp' means 'going soft' or 'accepting ones defeat' especially in circumstances where one cannot avoid the consequences.
For Example:
The teacher went limp when she saw the sad faces of her students.
The old will go limp when he realises that his struggle agains the corrupt offecials is futile.
