Volume of the building = Volume of the cylinder + volume of Hemisphere

                                          = r2h + 2/3 r3....................(1)

since, diameter is equal to the height

     2r = h...................(2)

By substituting in the equation 1.

Volume = 17.7 = r2(2r) + 2/3 r3

                  17.7 = 8/3 r3.......................................(3)

Find the value of r from equation -3 and then find h using equation 2.
