In absence of water :- angle = arcLength/radialDistance =  20×10-2 / 4  = 5×10-2 rad
 
in prdesence of water ;- 
 
apparant depth of fish below water = 2/(4/3)  = 1.5m  ; hence,  radial distance = 2+1.5= 3.5 m ;
 
angle = arcLength/radialDistance = 20×10-2 / 3.5   = (40/7)×10-2 rad
 
ratio  = [ (40/7)×10-2 ] / [ 5×10-2 ]   = 8/7
