By momentum conservation, for block-A,   mA VA = mB vB   or    VA = (mB / mA ) vB .................(1)
 
where mA and mB are mass of block-A and ball-B respectively. VA is velocity of block-A after collision, vB is velocity of ball before collision.
 
By momentum conservation, for block-B ,   -mBvB' + mC VC = mB vB   or    VC = (mB / mC ) vB  + ( mB / mC ) vB' .................(2)
 
where VC is velocity of block-C after collision, vB' is velocity of ball after collision.
 
Since mA = mC , By comparing eqn.(1) and eqn.(2) , we get VA < VC
