If the reflected ray gets deviation θ, then mirror has turned an angle θ/2 .
Let t is the time taken by light ray starting from rotating mirror and getting reflected by fixed mirror
and then again reflected by roataing mirror.
In this time t light travelled a distance 2D with speed c , hence t = 2D/c ...................( 1)
since mirror has turned an angle θ/2 in time t, its angular velocity ω = θ/(2t) ...............(2)
since ω = 2πf , where f is frequency of rotation of mirror, then we have 2πf = θ/(2t) or t = θ/(4πf) ...............(3)
By equating (1) and (3), we get, c = 8πfD/θ
