Sir pls solve the following.

This knind of question should mention whether repetition of digits is allowed or not.
It is mentioned ' all possible order ". So I thought repetition is allowed, but when i work out the question,  answer is not matching.
When I assume repetition is not allowed i got the matching answer.
 
hence this question is worked out by assuming repetition is not allowed.
 
When the digits are not repeated there are 4! ways or 24 ways to form 4 digit numbers.
Each digit appears equal number of times in all the places. Hence each digit will appear 24/4 = 6 times in each place.
 
sum of digits = 1+2+4+6 = 13
 
hence sum of all numbers = 6×13×(1000+100+10+1) = 86658
