Land reforms were one of the most important achievements of Sher Shah Suri. These were
- He appointed officials for carefully surveying the land. The land was measured.
- Based on its fertility, the land was divided into three categories - good, middling and bad - and the annual average produce was calculated based on these three categories.
- The land revenue was fixed as one-third of the produce which could be paid by the farmers either in cash or in kind.
- Farmers could avail loans in case of destruction of crops during natural calamities.
- He discouraged the grant of jagirs and instead introduced the system of ‘patta’ (title agreement) and qabuliat (agreement of the land).
As a result of these measures, conditions of the peasants improved.
