In this question I am not able to understand the (ii) part .I have a doubt that in the solution potential for capacitor Y is V/4.But I have studied that when a capacitor is connected to a battery then potential will be V=Vo (constant).So please tell me the solution.

This is basic concept of capacitors. If two identical capacitors having plates of same area and same separate distance but one capacitor has air-gap in between plates and other has dielectric material of dielectric constant K, then capacitance of dielectric capacitor will be K times of the capacitance of parallel plate capacitor. Also for same charge, the potential difference between parallel plates of dielectric capacitor will be less than the potential difference between the air-gap capacitor. Potenial difference of dielectric capacitor will be (1/K) times of the potential difference of air-gap capacitor.
That is why, it is given in the solution of the problem, if V is the potential difference across air-gap capacitor, then potential difference across the dielectric capacitor is V/4 , because dielectric constant is 4.
