First vessel contains 24 lit milk and 6 lit water, a total 30 lit of mixture.

Milk is 24/30 = 0.8 or 80% and water will be 20%.

Similarly for second mixture,

Milk is 15/25 = 0.6 or 60% and water will be 40%.

Let's say we should pick X lit from first vessel, and Y lit from second vessel.

Milk, that'll come with X lit of first mixture = 0.8X,

and that from Y lit of second miture = 0.6Y.

But this should to be total milk in the third mixture, which is 25 lit.

0.8X + 0.6Y = 25

8X + 6Y = 250   ...........(1)

Similarly for water,

0.2X + 0.4Y = 10

2X + 4Y = 100    ......(2)

Solving (1) and (2), we find.

X = 20 lit and Y = 15 lit.
