As x-1 and x+3 are factors of the polynomial they will satisfy the 2 equations
putting x=1 and x=-3 we will get
1-a=13+b a+b= -12
-27-9a= -39+b 9a+b=12
solving the above 2 equations we get
a=3 and b=-15
