Difference between circuit-1 and circuit-2 is 10Ω resistor connected in series with voltmeter.
 
Voltmeter is a device in which a high resistance ( ˜100 KΩ or Megohms ) is connected in series,
hence a 10Ω resistor connected in series with voltmeter is not going to make any appreciable change to the circuit.
 
Hence answer is (3) V1 = V2 and I1 = I2
