Yes a sound wave can have high frequency as well as high amplitude.
If that happens then the sound will be having high pitch and will be very loud.
Frequency and amplitude are two different physical characteristics of a sound wave. Hence, it is immaterial to say whether two are equal or not.
They cannot be compared for a given sound wave as one has unit of hertz and the other has unit of metres.
